Phil hit it on the head i think.  your syntax for the http part is wrong. 
It should read http://10.150.0.1/Redhat/lab.ks.cfg making sure that you
can open this in a browser before hand.

i havent done a pxe bott yet, but from my boot disk i usually do "linux
ks=http://192.168.0.1/rh/server.cfg ksdevice=eth1" and it works fine.  NFS
works really well also.
