Does this mean in effect that RedHat will not be supporting the
non-Enterprise customers? Are they going to stop taking primary
responsibility for RedHat updates etc. to the desktop OS?

That's true. Red Hat Linux is dead. Red Hat Enterprise Linux and Fedora
Core Linux are the distributions provided by/affiliated with Red Hat
Software
