For Kickstart installations over NFS and/or HTTP, the ks.cfg file should be
placed within the RAM disk image or initrd.img file.

Make sure you can also read
http://server.com/redhat/os/RedHat/base/netstg2.img
from a web browser, if it can get the ks.cfg it can obviously get to the
server, it may be there are some individual files that the web server can't
read.
