It is available from the shell on VT2, so I assume it's available in
%pre.  Why not try it and see?

Switch to VT2 before starting the installation and look around.  I've
successfully added programs to the initial environment by modifying
RedHat/base/stage2.img (just loopback mount it and copy into it).  I
do NFS installations so this is easy.
