This is the one I ended up using, with some minor tweaks. The python code
that Seth offered up seems to be the best route for long term maintenance,
but I couldn't get the add-rpm portion to work properly. I'm not really
keen on the way it assumes that the updates directory is a subdirectory of
the distribution tree either. I'm thinking of taking what everyone else
has offered up and turning it into a reusable and customizable tool that
would be useful to people that aren't just me.

Does anyone else see a use for that? I spent a few days looking around for
an easy way to deal with some of these issues. I can't be the only person
out there.
