I use

default ks
prompt 0
label ks
kernel vmlinuz
append ks=cdrom:/ks.cfg initrd=initrd.img lang= devfs=nomount 
ramdisk_size=8192 vga=795

and it works for me.  Did you edit the syslinux.cfg file in windows?  If 
so, try running dos2unix on the file in Linux.
