Kickstart problems in RedHat Linux 7.3

I am having a problem kickstarting in 7.3.  This happens both with a
kickstart file that worked fine under 6.1 and 7.2, and with the kickstart
file generated by a manual installation of 7.3.  Kickstart begins, then
ignores everything in the ks.cfg file.  It doesn't read in the language
default, the network parameters, etc.  Here is the beginning of the
"anaconda-ks.cfg" file left behind by a manual installation from CD:

The file has no hidden <CTRL>M characters.  Neither does my old ks.cfg
file.  Both files exhibit the same behavior.

I can't find anything about this in bugzilla, but I'm not an adept user of
that tool.  Has anyone run into this problem before?  If so, what did you
do to get things to work?
