File dependecies yes . 
Obsoletes i'am not sure. I noted that apt for rpm does't get rid of
unused packages as well as debian does. But never had real problem with
mass install,remove and upgrade. I even upgraded from 7.2 to 7.3 with a
simple "apt-get upgrade" ( after changed my apt.source file ) .
