create a boot disk in a directory?

hi, i was just wondering if there is a way to do something equivalent to
dd if=bootnet.img of=/tmp/boot/ ?

instead of:
dd if=bootnet.img of=/dev/fd0
mount /mnt/floppy
cp /mnt/floppy/ /tmp/boot/
