I have the same problems with Laptops that have pcmcia boot floppy drives. I
simply put the ks.cfg in the initrd.img on the floppy and give the proper
lilo command to find the ks.cfg file.

This is because USB floppies aren't supported by the first stage of the
installer in anything prior to Roswell, so you won't be able to get your
kickstart config from the floppy on these animals yet :(
