I Remember I had the same problem...
It is now "hidden" in an rpm:
7.0/RedHat/RPMS/anaconda-runtime-7.0.1-6.i386.rpm
and will be installed in (you ahve to install a certain amount of rpms...)
/usr/lib/anaconda-runtime/genhdlist
Should be included in the kickstart documentation, I think.
And the RedHat-CD-HOWTO still refer to the old place.
