DNS _is_ required (although not necessarily a dns server).

The nfs (mountd) server needs to know the name of the requesting
client (ie, resolve the IP address to a name) which is requesting
the nfs mount, even if that name is supplied using the server's
/etc/hosts file and not via the /etc/resolv.conf nameservers.
