Ok... this was ignored part! :) I can't figure out a real utility to minion that send command to an other minion... Maybe you can send command through certmaster an not directly, so certmaster could store messages in queue? Anyway I think this part should work in "any case": after wake up and handshake from certmaster and minion, certmaster will send a message to all minions saying "minionX is online" (and minion with queued command could be offline in that moment).
