Websites are defined as projects in Zanata, and the platform is not able to cross check between projects if the exact same string is in some other place too. Also, I think the context in translations is important, so it is probably the best how it is now. You are thinking just about headers or links, but what about a simple string within a more complex context? What if Zanata would add the translation for any string it is finding, without caring about the context?
