Issue #758: get rid of padlocks for https in the wiki

Since we're using https for pretty much everything, all of the padlocks are kind of out of control. Let's make them just use the regular external-link icon. From [this post](https://www.mediawiki.org/w/index.php?title=Topic:Qubsxbdbzkwhxi9z&topic_showPostId=rmh1nx3cjow5azpv#flow-post-rmh1nx3cjow5azpv), it looks like all we need to do is edit [MediaWiki:Common.css](https://fedoraproject.org/wiki/MediaWiki:Common.css) to contain

    div#content a.external[href ^="https://";] {
       background: url(https://fedoraproject.org/w/skins/fedora/external.png) center right no-repeat;
    }
