#404: Update fudcon.fp.o with APAC and LATAM FUDCon

We are very late with this task. https://fudcon.fedoraproject.org needs to
be updated with Puno 2016 (LATAM) and Phnom Penh 2016 (APAC). At this
point we should just skip FLOCK, as FLOCK has its own website and
registration app.
Look at the wiki pages to get all the info needed:

Feel free to work on it or take it, but we need to get this in as soon as
