Yes, that is right.
AFAIK Atomic is going to be built only during the two-week cycle, and is not a release image anymore. So we dropped Atomic totally for all prereleases (Alpha and Beta), and needed to drop it also for the first weeks of F24 final, as they don't exist.
I know Atomic images should be built this week (or have been built today?), but we need at least a day or two to get the script cycles working again. Actually https://getfedora.org/en/cloud/download/atomic shows a disclaimer for those who have a bookmark to the atomic page.
Cloud-WG, please get in contact with us for any news about the images.
