You can file a trac ticket at the Fedora websites trac here:

The release dates are available here:
http://fedoraproject.org/wiki/Releases/21/Schedule

The design team already does a counter, maybe collaborating with them
would be a good way to go:
http://fedoraproject.org/en/counter
