Fedora uses by default firewalld for managing firewalls. https://fedorahosted.org/firewalld/ firewalld is a GPLv2+ package mostly developed by some folks who work for Red Hat. firewalld sits on top of the Linux kernels iptables stack. iptables is GPLv2 and devloped by many people all over the world. https://git.netfilter.org/iptables/ Perhaps you are thinking of selinux?
