Comment:

 It's not so important to know that this is a rotating banner, before the
 banners we had only a spin banner in the same place.

 When you click on one of this banners you'll get redirected to the get-
 fedora-options page, and you will be able to do max one click more, and
 only if the banner displayed in the sidebar isn't the same as the tab
 displayed in this moment. Then the banner will stop rotating, though you
 click on the tabs in the get-fedora-options page.

 But at this point you already are on the options page (more Fedora
 indeed), and this is where we want to have you. We want to promote other
 ways of getting Fedora: Spins, Cloud, 2nd Arches and Desktop. \\
 Since you are on this page you don't need the banner anymore, because you
 will have all the available tabs on the top of the page.

 Finally the torrents have nothing to do with the banners, they are also
 detached from the random banners.
