EPEL down?

One of my users tried to install access to the EPEL repository 
via http://download.fedora.redhat.com/, but that web site  appears
to be down.  I get the following error when I try to browse to
http://download.fedora.redhat.com/

XML Parsing Error: undefined entity

Is there a new method for accessing EPEL repository packages via yum?
