I agree it might be clearer if it read "forgot your password?",
especially for non-native readers. But it might not be accurate.

The current language is actually grammatically correct - it is a
shortened form of "Did you forget your password?", with the subject
aligned to the related text above it. That text above it is a
shortened form of "Do you need an account?", with the shortening being
a drop of "do/did you" - i.e., the subject of the sentence is you.

If it were changed to "Forgot your password?" but read after the
sentence above that presumes-and-shortens-out the "Do you", it might
be read as "Did you forgot your password?".

So it sounds as if both sentences would need changing together to a
complementary "I need/forgot", or they can stay as they are.
