If you browse the "http://fedoraproject.org/wiki/Architectures/ARM", you can see the link to the "Fedora 13 Beta 3 release for ARM (latest)" and when you click it, appear an email with the beta 3 announcement, the related tgz file and the repo directory that is not working at this time.
