Redesigning test download page

As we've developed better PR interaction for our test phase pre-releases,
I'm concerned that we should have a more useful download page for the
pre-releases.  The more frequent media attention for pre-releases is
likely to drive more general audiences to the pre-release download
pages, and we should be prepared for that interaction.

Currently the "get-prerelease" page is pretty much the equivalent of
the old "get-fedora" page, only with the pre-release warning at the
top.  The redesign of the "get-fedora" page, on the other hand, is
fairly successful, although I still feel like it's a little busy.

That notwithstanding, what does the Websites team feel we could do
with the "get-prerelease" page?  Could/should we have it better match
the way the "get-fedora" page currently works?
