I can't get to any of the links from the email, but I assume that you're
referring a page that looks like:
http://fedoraproject.org/wiki/ServerTestPage?action=AttachFile&do=get&target=httpd_test_page.png

That is a test page included with our operating system; we don't
actually control the site in question.  For more information, please
refer to http://fedoraproject.org/wiki/ServerTestPage.

You should probably report this kind of thing to the abuse address of
their ISP/host.  You should be able to look up the contact information
by doing a whois lookup on their domain/IP address.
