Updating CLA Documentation

After Paul's CLA announcement today
(https://www.redhat.com/archives/fedora-websites-list/2008-March/msg00062.html),
we have pushed a FAS2 update that no longer requires a GPG-signed CLA.
This is a huge win in terms of making it easier for new contributors to
get started---now, we need to go through and update all of the FAS and
CLA documentation (mostly on the wiki) for the new process.

Here are just a few of the wiki pages that we should start updating:
