My thoughts are:
* The notice at the top of the page should be changed to one of the messages from Dimitri's page:
"||<tableclass="message warning2"> Message ||"
since it has a soft redish/pink which is easy and more noticeable to the eye.* The following line:
"You and the Project hereby accept and agree to the following terms and conditions:"
should be bold which itself standing out would get the user to read on.

Most probably not what you are looking for, but you could make the
notice a warning, or/and put a bold title in the notice. For some
