+1.  This is firmly in the province of the FDP (publishing of relnotes
on the Web).  There are a number of folks who publish, and so sometimes
things skew a little.  I'm not sure what the best practice is for moving
these -- we certainly don't want to 404 anyone who hits the old link.  A
redirect page would do the trick, but it would take someone who knows
the One True Way to do that on the existing site.
