relative linking in Beats -> XML

After FC5 this is no longer relevant, so hacks are allowed now, I
suppose.

We're trying to create a sane way to link from Docs/Beats/Foo to
Docs/Beats/Bar.

* [:Docs/Beats/Bar:Docs/Beats/Bar] does not make sane XML.

* http://fp.o/wiki/Docs/Beats/Bar is wrong because it points back to the
alpha source, instead of into itself.

Having a standard, we can at least get something regular to run a
search-and-replace processing operation on. For example, if we stuck
with _just_ the beat name:

"For more information, refer to [:./PackageNotesJava:PackageNotesJava]."

Then we can find that <xref> and add a "sn-" in front of the LINKEND
attribute, and it should work.

Is it possible that the links can also be relative and work from within
the Wiki?

Thoughts?
