I use TurboVNC and have no problems with running multiple 
sessions. Local and VNC.

cat /etc/sysconfig/tvncservers  | grep -v "#"
VNCSERVERS="79:msetzerii"
VNCSERVERARGS[79]="-wm xfce -geometry 1920x1080"

Know that tigervnc had issues if one tried to run a local session 
with Wayland and a vnc session at same time. I've always prefered 
the xvfce one, and generally use it for local and vnc.

With the TurboVNC and you can use ssh port and actually start 
new session, but I generally have vnc started at boot by above, and 
just connect to already running session.
