VLC did "play" the file correctly, there was no actual audio in the file, I was just "playing" it in something else to see if VLC was "playing" it properly. I seem to not have the email anymore, so I'll retrieve it from work again if I still have it.
I know Microsoft products are horrendous at doing things properly, Outlook used to be notorious at mime encoding the name of attachments so that only Outlook could determine the name of the attachment, but in recent times that seems to have changed.
