Usually man pages are wrapped and "justified" so that each line of text
is the same length (just under the current width of the viewing
window).  It does the justifying by adding extra spaces between some
words, and hyphenating others.

Does that describe what you're seeing?

Personally, I dislike this.  While it may make a block of text look
neater, it makes it more difficult to read.
From the man(7) man page:

              Where the SEE ALSO list contains many long manual page
              names, to improve the visual result of the output, it may
              be useful to employ the .ad l (don't right justify) and
              .nh (don't hyphenate) directives...

Unless I have put the directives in the man page incorrectly the .nd directive has stopped the hyphenation but the .ad l directive hasn't stopped the insertion of blanks for alignment.
