The Recommends was changed from qemu-kvm to qemu-kvm-core
yesterday, for a future build.  Per that bug:

    As as a workaround, if you don't need systemd-nspawn or
    systemd-vmspawn, it should be fine to uninstall
    systemd-container.

So it was an intended change, but had a larger impact than
expected.

Perhaps you have the dnf `install_weak_deps` option set to false?
