See if the system-upgrade logs are available to see what happened.
Also, check the dnf history info for that transaction.
I would have said that the transaction didn't run at all, except that
somehow you have an F41 release file, even though you don't have the
package.
Where are the logs from "dnf system-upgrade -v reboot --debugsolver"
dnf system-upgrade log
If it finds anything, you can run it again with the (I assume) number
and get the logs.

What does "uname -a" show for the running kernel?

What does "dnf history | head -10" show?
If you look at the output of "dnf history <number of system-upgrade
command>", do you see anything that indicates it didn't work?
