Tried it as root and re-directed to a text file.  It wants to upgrade packages to f-39, so I responded 'N' to its prompt.


I have "ext2explore" in windows-7, so I can access (read only!) that text file produced by "dnf distro-sync".  Here are the first several lines:

What does "rpm -qa | grep release" show you?
If it gives you both 39 and 40 release packages, then remove the 39 ones and try the distro-sync again.

You could also try adding `--release=40` to the distro-sync command.
