So, those files are defined in the kernel spec as %ghost files, which means they’re not actually included in the kernel-core package in that path, but the RPM database should know it owns them. In the kernel-core %post script, it runs a command called “kernel-install” that installs the vmlinuz from a location in /usr/lib into /boot (or elsewhere depending on the existence of the efi machineid location), as well as running grubby and other helper scripts.
