cat /etc/redhat-release returns
Fedora release 39 (Thirty Nine)
but uname -a shows that the running kernel is 6.8.9-100.fc38

It's as if it didn't quite make it from 38 to 39.

What can/should I do?

There should be details in journalctl and /var/log/dnf*.log.   Finding the pertinent
entries can be a challenge.   When a system doesn't behave as expected, I usually
start by checking that disks have adequate free space, are healthy (according to
S.M.A.R.T tool), and can be mounted (e.g., using Gnome Disks in the Live USB
environment) -- viewing logs on a failed disk is often a futile exercise.
