If the info posted is correct EFI is booting off of /dev/sdb1 -
BootCurrent is 0001, Boot0001 has UUID *a303.*1f65, and that is the
PARTUUID for /dev/sdb1.  If /boot/efi/EFI/fedora/grub.cfg on /dev/sdb1
"points" to the NVMe, it could then be getting everything else from
the NVMe.

As I understand it the shim is for secure boot, but also can handle
non-secure boots.
