Interface aliases are pretty much deprecated (see the thread about ifconfig), you’d just assign multiple IPs/prefixes to eth1.
I do see that now, after another few hours trying to make this work, but do you have any idea why it wouldn't write the config files to /etc/NetworkManager/system-connections?
