You might be able to get a list of processes that have a systemd inhibit lock on shutdown.

You can run "systemd-inhibit --list" to get a list of all the inhibition locks.  Not sure if it's something inhibiting a shutdown, but that's how you'd check.
Thanks Jonathan, I'll check that out. I'm still trying to understand why command shutdowns power the machine off, and booting into Gnome on Xorg powers the machine off at shutdown, and maybe (I've still got to check properly) KDE on Wayland may power the machine off at shutdown (albeit after a lag of several minutes) but KDE on Xorg seems to not want to.
I did run the command and it seems to be showing 5 inhibitors, being ModemManager, NetworkManager, UPower, PowerDevil and Screen Locker, with the 1st 3 running as root and the last two running under my account.
