Next time, you should consider following <https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/>. It has never failed me.
Some of my issues were also relative to configurations and settings that I had in F39 were wiped with the F40 upgrade.
The one thing those instructions don't elaborate on is when things like Plasma won't start apparently because of UEFI issues when the UEFI keys that were registered with F39 were still registered after the upgrade.
