This is USB 2.
Just because a cable has a USB-C connector on it doesn't indicate what protocol it can handle.

This is the max speed for USB 3.0.

This is probably a red herring. These are lower power states for the device.

Now you are getting the max speed for USB 3.1.

So you have different cables and it makes sense. You will have to carefully pick your cables if you want the speeds.
