Are you using nvidia graphics?
Pleae install inxi and post the output of:
inxi -Fzxx
You can try downgrading kde
sudo dnf downgrade kde-wayland
sudo reboot

I am in the middle of a large rsync so I will try to downgrade kde-wayland
