Try dnf install ffmpeg-free. That should work. If you want the full fledged ffmpeg from rpmfusion.org, install the reposetories from rpmfusion and try dnf install --allowerasing ffmpeg. But be aware that many of the original packages of fedora are then replaced by rpmfusion stuff.
