I have been using "su" and "beesu".

$ doas -u root "nvme smart-log /dev/nvme0n1"
doas: Operation not permitted

Try removing the quotes.

poc

$ doas -u root nvme smart-log /dev/nvme0n1
doas: Operation not permitted
