Back when I was doing tech support for an ISP, they had password protected web pages that were only accessible from inside the firewall, and had to be changed every 60 days, probably because they could, even if they didn't need to. Most of mine were vulgar, which amused one of my leads when I had to tell it to her because it wasn't working.
