You aren't using something like VNC are you? VNC (and some other remote viewers) seem to disable repeats simply because something about the key-up seems to be unreliable for that setup (even under Windows). I know some vendors Web Remote Consoles do not disable key repeats and should (repeats happen at random all of the time).
