This is BZ 733561, opened in 2011 and NOTABUG. Isn't it time that this was mentioned in the 'helpful' warning suggestion?

https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/
Click the download ikon for the AMD/x86_64 .iso and wait for it to
finish. Then click the adjacent 'Verify' button and execute the
commands given, from the Downloads folder.
