The ports become open/listening by an application running on them. If the application is not running and/or dying when you try to start it then the ports are closed. ss -lnp | grep -E 'tcp|udp' will show you what programs are handling what ports. If nothing is on a given port (it is not reported) then there is nothing to answer and the port is closed.
