sysctl net.ipv4.ping_group_range
net.ipv4.ping_group_range = 0	2147483647

OK, I've been doing a lot of network experiments, staying up waaaay too late, and I have no recollection of doing this. It was set to:

> net.ipv4.ping_group_range = 1	0

Changing as recommended and I'm back in business...
